06 Aug 2014- - Advisory for Operators of Ocean-Going Vessels Visiting California Ports-

  • The California Air Resources Board (CARB) issued Marine Notice 2014-1 which provides guidance that will allow vessels to comply with the California "Ocean-Going Vessel Fuel Regulation" when they are complying with the North American Emission Control Area using: i) alternative emission control technologies such as exhaust gas cleaning devices (scrubbers) or ii) non-distillate low sulfur marine fuels - by use of a “temporary experimental research exemption” during the “sunset” period of the California regulations.

29 Jul 2014- - Tokyo & Paris Port State Control MOUs CIC on Hours of Rest-

  • The countries of the Paris and Tokyo Memoranda of Understanding (MOU) on Port State Control will conduct a joint Concentrated Inspection Campaign (CIC) from 1 September through 30 November 2014, with the purpose to establish that watchkeeping personnel are meeting the requirements regarding hours of rest as per STCW 78 as amended (including the Manila amendments).

29 Apr 2014- - EU Ship Recycling Regulation-

  • European Union (EU) regulation 1257/2013 on ship recycling entered into force on 30 December 2013. The Regulation essentially applies the ship recycling requirements of the Hong Kong Convention to ships flagged with EU Member States, as well as requirements for the carriage of an Inventory of Hazardous Materials (IHM) on non-EU flagged ships calling at EU ports.

  • ABS released a report entitled Bunkering of Liquefied Natural Gas-Fueled Marine Vessels in North America. The objective of the report is to provide guidance to potential owners and operators of gas-fueled vessels, as well as LNG bunkering vessels and facilities, to help them obtain regulatory approval for projects.

  • The Danish Maritime Authority has issued information on its requirements for the carriage of insurance for maritime claims for Danish flag ships and foreign flag ships in Danish waters.

12 Mar 2014- - USCG Policy Letter on On-Load Release Mechanisms -

  • The US Coast Guard (USCG) has issued a policy letter which provides guidance to assist US-flag shipowners and operators in complying with SOLAS amendments requiring all SOLAS ships, regardless of build date, to identify and replace existing on-load release mechanisms (release hooks) that do not comply with specific provisions of the International Life-Saving Appliances (LSA) Code with compliant release mechanisms no later than the next scheduled drydocking after 1 July 2014 (but in any case before 1 July 2019).

29 Jan 2014- - US EPA Webinars on the US NPDES VGP-

  • The US Environmental Protection Agency (EPA) is holding a webinar series on the National Pollutant Discharge Elimination System (NPDES) 2013 Vessel General Permit (VGP). Webinars held during 2013 are available for viewing on the EPA website. The next webinar, on Thursday, 6 February 2014 from 2:00-3:30 PM EST, will provide vessel owners and operators with information on meeting the sample collection and analysis monitoring requirements in the 2013 VGP followed by a question and answer session.

22 Jan 2014- - Non-tank Vessel Response Plan Implementation Date Reminder-

  • The US Coast Guard (USCG) has issued a reminder to owners or operators of non-tank vessels, 400 gross tons and above, operating on the navigable waters of the US to prepare and submit oil spill response plans to the USCG by 30 January 2014. USCG is using an Interim Operating Authorization (IOA) process to assist owners and operators in meeting the deadline. The compliance reminder includes minimum requirements for the IOA issuance.
