ABS VP Sember addresses Namibia conference

n a keynote presentation to PennWell’s Offshore West Africa Conference,
ABS Vice President of Offshore Project Development William J. Sember detailed the challenges facing operators exploring deepwater offshore West Africa. Speaking in Windhoek, Namibia, on 11 March, Sember explained that a significant percentage of capital expenditures planned for deepwater developments from 2002 through 2006 are targeted for West Africa. This will include larger more complex projects but will also feature the increasing importance of gas, and, specifically, the development of liquefied petroleum gas (LPG) and liquefied natural gas (LNG) floating production/storage offloading units (FPSOs).

"The conference was upbeat and positive," reports Sember. "Approximately 375 delegates represented a good mix of West African government, oil companies, contractors, suppliers and media. Presentations focused on large future developments, new technology and case studies."

Sember’s presentation refers to more than 40 projects being contemplated for the next five years. He maintains that class societies will have expanded roles in the development of rules and standards for novel concepts and risk-based inspections as well as the implementation of local and international regulations.
