o assist Diamond Offshore Drilling Inc. (DODI) in meeting its contractual
requirements to PEMEX for safety and compliance, ABS Consulting has certified the equipment and systems of four drilling units, all semisubmersibles. The units included the Ocean Ambassador, Ocean Whittington, Ocean Worker and Ocean Yorktown, all owned and operated by DODI as part of its fleet of semisubmersibles, jack-ups and a dynamically positioned drillship.

While ABS provided classification services in accordance with its applicable rules for Mobile Offshore Drilling Units (MODU), the ABS affiliate, ABS Consulting, performed third-party certification work. Third-party certification can be of great value to the offshore industry, says project manager Don Nordin.

“Our thorough working familiarity with classification services allows ABS Consulting to provide efficient third-party certification while facilitating optimal industry standards and streamlining project schedules,” said Nordin.

ABS Consulting provided two important points of value to facilitate the completion of these projects, says engineer Patricia Morin.

“Our certification work on general systems expedited PEMEX acceptance of the units. Further, the equipment certification served as an independent quality checklist for the drilling units,” said Morin.

For example, ABS Consulting verified and assessed systems involving drilling capability, safety and pollution standards for basic industrial compliance. Specific equipment such as the choke and kill manifolds and blow-out preventers (BOP) were reviewed for adherence to API recommendations as required by the drilling contract. To document compliance, ABS Consulting issued a certificate for each system or piece of equipment.

The certification process for each unit completed prior to its tow to the drilling site location offshore Mexico, thus facilitating speedy client acceptance once on location offshore, says Nordin.

He adds that ABS Consulting provided DODI with an expert team to survey the units onsite for compliance. The ABS Consulting team included engineers Morin and Leonard Burns, surveyor Fernando Lehrer and Captain Bob Hanraads.
