New Annex VI to Marpol - Application and Exemptions


Except where specifically stated otherwise in the regulations presented below, the emission requirements apply to all new and existing ships (including barges) of 400 gt and above, mobile offshore drilling units and to fixed and floating offshore installations, when engaged in international voyages. Refer also to the application of the NOX emission requirements covering engines and the use of such engines on board ships operating domestically, as discussed below.

Similar to the provisions of other Annexes to MARPOL 73/78, initial, intermediate and annual surveys are to be carried out to maintain the validity of the 5 year International Air Pollution Prevention (IAPP) Certificate issued to each new and existing ship. MEPC will begin its work to incorporate the Harmonized System of Survey and Certification for the IAPP Certificate.

Emissions from platforms and drilling rigs arising directly from exploration, exploitation and associated offshore processing are exempt. This includes flaring of hydrocarbons, burning of drilling muds and fluids used during well completion or testing, emissions from diesel engines which are dedicated solely to the offshore processing of resources and to hydrocarbons which may be used as fuel while on site.
