Reg XII/4: Damage Stability Requirements


New single side skin bulk carriers (of 150 m length or above, which are designed to carry solid bulk cargoes having a density >1.0 ton/cubic meter, constructed on/after 1 July 1999) after the flooding of any one cargo hold.

Existing single side skin bulk carriers (of 150 m length or above, carrying solid bulk cargoes having a density >1.78 tons/cubic meter, constructed before 1 July 1999) after the flooding of the foremost cargo hold, must comply with the damage equilibrium conditions of the 1966 Load Line Convention, as amended by Resolutions A.320(9) and A.514(13). The flooding is limited to the cargo hold and need not involve top-side tanks, hopper side tanks, or double bottom tanks.

The final equilibrium waterline is to be below all deck openings, leading to buoyant spaces, which are protected by either weathertight or watertight covers except that bolted and gasketed manhole covers and remotely operated sliding watertight doors may be submerged. The ship must retain a positive GM after flooding and possess a righting arm (GZ) curve with a range, magnitude and area beyond equilibrium of at least 20o, 0.1 meters and 0.0175 meter-radians, respectively.

Alternatively, new bulk carriers, as described above, which remain afloat in a condition of equilibrium as defined by Resolutions A.320(9) and A.514(13) after applying the deterministic “beam/5” damage penetration requirements under Regulation 27(7) of the 1966 Load Line Convention, need not be re-assessed nor do they need to comply with the probabilistic damage requirements of SOLAS B-1.

This alternative is not permitted if the ship complies only with the flooding requirements of item No.1.

Further, existing bulk carriers, as described above, which remain afloat in any satisfactory condition of equilibrium after applying the deterministic “beam/5” damage penetration requirements under Regulation 27(7) of the 1966 Load Line Convention, need not be re-assessed under the proposed Flooding Stability Standard.
